Now the next step to strengthen air pollution prevention and control is notified as follows:

I Strengthen engineering support

1 Speed up the progress of the project. On the premise of ensuring safety, all cities (counties) and districts will accelerate the construction of various projects. The 52 outstanding annual key volatile organic compounds (VOCs) treatment projects (7 in Jiangyin City, 2 in Yixing City, 1 in Liangxi District, 27 in Xishan District, 8 in Huishan District, 1 in Binhu District, 5 in Xinwu district and 1 in Economic Development Zone) strive to complete the coating by the end of September. 460 annual key air pollution prevention and control projects have not been completed (118 in Jiangyin City, 106 in Yixing City, 19 in Liangxi District, 74 in Xishan District, 50 in Huishan District, 33 in Binhu District, 53 in Xinwu district and 7 in Economic Development Zone)

All cities (counties) and districts have conducted a comprehensive investigation of various air pollution control facilities that have been built in recent years to ensure normal operation. 3 Strengthen the management of key industrial parks. Jiangyin Lingang chemical industry park, Yixing new material industrial park, Xishan Economic and Technological Development Zone New Material Industrial Park and other parks ensure the stable operation of various VOCs treatment facilities, and the emission concentration will be reduced by another 10% on the basis of the existing emission level; Strengthen the unorganized emission control, and the monitored concentration in the plant shall not be higher than 70% of the limit value specified in Appendix A of the control standard for unorganized emission of volatile organic compounds; VOCs navigation monitoring shall be carried out twice a month

4. Strengthen the management of VOCs industrial clusters. Enterprises involved in VOCs emission in the packaging and printing industry cluster in e'hu Town, Xishan District and other regions will strengthen the collection and disposal of VOCs in printing, film coating, coating, drying and other processes, and the emission concentration will be reduced by another 10% on the basis of the existing emission level; The VOCs emission enterprises in the electronic information industry cluster in Xinwu district and other regions will strengthen the collection and disposal of VOCs in the processes of gluing, pressing, printing, etching, cleaning, etc., and the emission concentration will be reduced by another 10% on the basis of the existing emission level; Enterprises involved in VOCs emission in the textile printing and dyeing industry cluster in Jiangyin City and Huishan District will strengthen the collection and disposal of VOCs in dyeing, printing, finished product finalization, drying and other processes, and the emission concentration will be reduced by another 10% on the basis of the existing emission level; Enterprises involved in VOCs emission in Yixing cable industry cluster will strengthen VOCs collection and disposal in extrusion and other processes, and the emission concentration will be reduced by another 10% on the basis of the existing emission level; Huishan District will strengthen the coating adjustment of VOCs emission enterprises involved in the automobile and electric vehicle industry agglomeration in the cast iron samples, Xishan District and other regions, so as to realize the collection and disposal of VOCs in the processes of self-aligning, spraying and drying, and the emission concentration will be reduced by another 10% on the basis of the existing emission level

5. Strengthen the management of key enterprises with low cost. In principle, the key management enterprises with annual VOCs emissions of more than 10 tons in the city will not arrange the start-up and shutdown of the whole plant, the overall shutdown and overhaul of the device and the cleaning of the storage tank during the period from August to September, so as to reduce the VOCs emissions under abnormal working conditions. If the operation is really necessary, it shall be implemented with the consent of the local ecological environment department on the basis of the implementation of the collection and disposal of relevant VOCs emissions

6. Strengthen the management of terminal treatment facilities. All cities (counties) and districts should conduct another round of inspection on all VOCs emission enterprises using activated carbon treatment facilities within their jurisdiction. All enterprises that have not replaced disposable activated carbon adsorption materials for half a year should replace them once, and the iodine value should not be less than 800 mg/g

7. We will strengthen cleaner production and peak shifting production in key industries. The municipal development and Reform Commission accelerated the closure of 30000 coal and electricity overcapacity below 300000, completed the "coal reduction" task assigned by the province in advance, and strived for space for PM2.5 in autumn and winter. The Municipal Bureau of industry and information technology, together with the municipal ecological environment bureau, promoted the replacement and comprehensive treatment of volatile organic compounds, and completed 79 key projects assigned by the province; Supervise and urge the cement industry in the city to implement peak shift production or stop production for maintenance

8. Strengthen VOCs enterprise law enforcement. All cities (counties), districts and ecological environment departments should continue to carry out the "high wind action" of the city's chemical industry parks, VOCs industrial clusters and key VOCs enterprises for the accurate law enforcement inspection of VOCs in summer, and investigate and deal with enterprises with problems such as unorganized emissions, poor waste gas collection rate, unscheduled maintenance of terminal treatment facilities and low treatment efficiency according to law.
